Have a look at the RST Paragon II jacket, what I use and I specifically bought it because I wanted waterproof and windproof gear. So far I have no complaints and it's completely waterproof. I do wear thermals and several layers of clothes too, but I need to have these to make a 1.5 hour commute without stops. I got it off Ebay for £143.99 (item #: 120560046826) The trousers are worth getting too if you want to zip them together, it has a zip 3/4 around.

I've heard good things about the Arc-on beyond cordura stuff. Not high end fashion but good value for money apparently, and made to measure if you want. http://www.arc-on.co.uk/
