I have a feeling that my vistrom 650 2024 is running on a lean mixture at low RPM. Is this because it is euro 5 plus?

From Euro 5 to Euro 5B (or Euro 5+) the emissions limits are the same. The difference comes with some extra diagnostics, a different method to age the catalyst is available and now the catalyst is monitored over its lifetime.

If the cat ageing is worse because of the new method then extra care will have to be taken to ensure the bike meets this emissions level, so yes in summary there is a chance its associated.
