Er, first biker managed to stop well within the distance he could see to be clear (as per highway code). Second biker didn't manage to stop well within the distance he could see to be clear. Fault seems to be with second rider's speed/braking (including using loads of rear brake). That said, the policeman didn't seem to give much notice - I bet less than the thinking + braking distance quoted in the Highway Code for the legal limit of the road.

Yeah, so it's normal behaviour when seeing a fast moving vehicle coming to stand in the middle of the road? The cop is a moron who is 90% responsible for the accident. Looks like he was playing up to the camera crew. Is a speed trap in poor visibility normal practice? I don't think so.
You have no way of knowing that the second bike was speeding. Maybe he was looking behind him when the first bloke had to brake too hard to avoid the idiot.

The whole thing looks created to me. What are the chances each bike would have (a) camera(s) pointed in the exact direction to pick up the action?

The rear rider did not give himself enough space, taking into account road conditions, visibility etc.
The policeman did not risk-assess and found himself inches from, at least, horrible injury; I suspect he had a meeting that afternoon without coffee or biscuits.

I believe it was a road safety video that went wrong that was being filmed over the mountain on the Isle of Man where there is no national speed limit in force. I imagine the skidding by bike 2 was deliberate but the collision was not.

Spot on Greywolf, as usual. This vids been done to death on a IAM website. Someone suggested the police were at fault for stepping out but of course rider 2 is in the wrong IMO. :)

This is why I wouldn't have a bike without ABS... I'll bet that motorcyclist brakes correctly 999 times out of 1000, because I don't believe you can even become a motorcyclist without learning how to emergency stop. But maybe the 1 time in 1000 he screws up he hits the ground.
This is what I don't buy into with the "I don't need ABS because I know how to brake correctly" argument. You've got to have pretty solid confidence in your own ability to believe it is inconceivable that you could ever possibly screw up your braking. All human beings are capable of panicking when the unexpected suddenly happens, it only needs to happen once and you're sliding along the road.

can't disagree, although I am yet to have a bike with ABS, there have been a couple of times where it would have been handy when I have locked the brakes, normally in the wet where your reaction is to grab a handful of brake as you would in the dry, which rarely ends well...

Apparently this was a road safety film(!) being made on the Isle of Man.
The whole thing is a set-up that went wrong. The film maker is called Stuart Peters and accepts blame for the foul-up. The copper is real, but was 'acting' the role of a radar operator under direction.

Btw, bike 1 stops, bike 3 stops. It's only biker 2 that has the problems, even though he was expecting it. And there's no speed limit on that stretch of road.

I had a Policeman do that to me on a bend. They walked out from a pretty concealed area and pointed what looked like a gun at my face.
I shat myself, I thought someone was pointing a gun at my face. When my brain realised it was a Policeman I went a bit angry. I doughnuted my 14 year old boxer back round, flew up to the Policeman and let him have it. After shouting at him that maybe suddenly step out and pointing what looks like a gun at a motorcyclists face is not a good idea he apologised, I calmed down and went on my way.
If I wasn't so young at the time I would have gone to the Police station and complained. It's such a stupid way to enforce speeding checks.

You must come from a rough area, I can't remember the last time anyone jumped out in front of me and pointed a gun at me and I do ride through Moss Side sometimes.
