I can't keep up. What a load of old cobblers, if they want to change stuff in 2019, as well as next year why don't they just do it all at once? We pay people £50,000 a year to come up with this shit.

It's a basic and well established system of management used in all areas or business, industry and government. Get yourself into a well paid job sitting behind a desk. Get practiced on always looking busy and carrying around lots of bits of paper. Get onto lots of committees, consultancies and steering groups, and invent facile things related to your elevated position to justify to those in even more highly elevated positions that you are actually doing something essential and are worth every penny of you inflated salary. Doesn't matter what you come up with as you can invent surveys and statistics to help prove your value and implement totally useless and money wasting projects. Very well put into practice by politicians, senior civil servants, bankers and energy utility bosses. A lovely current example is the proposed HS2 rail plan.

Best way to make roads safer and reduce bike casualty figures would be to ban motorcycles completely.....simples.
