Admittedly it's easy enough to find where some people live. But surely the solicitors would be needing to start from a position of knowing where money was owed, rather then who lived where and when. Can they canvas councils with requests for details of over-payers? Sounds a bit contrary to gdpr.

Ratcatcher:
The solicitors said they had recently got the council tax refund for current owners, but the rebanding  happened in 2006, but I’m happy, money in the bank.
Had they phoned rather than written, I would have brushed it off as a scam.
