Me, I would have gone back and "had a word " ... maybe he could be persuaded to realise how vunrerable bikers are..
Probably would do no good, but maybe raising his adrenalin levels seeing you turn round ( even if you where just going to talk with him ) MAY have jolted what little brain he had next time he let the dogs out
